A database needs a user with permission to access it.

1. Log in to cPanel and go to Databases > MySQL Databases.
2. Under MySQL Users > Add New User, enter a username and a strong password, then click Create User.
3. Scroll to Add User To Database, select the user and the database, and click Add.
4. On the privileges screen, tick ALL PRIVILEGES, then click Make Changes.

Important: Note the database name, username, and password — you'll need all three to connect your application (for example, in wp-config.php, article 126).
